I don't usually post but I am fed up by now. Â I'm almost convinced that the dye used is not long lasting. Â I understand that various factors can attribute to the colours fading within a year such as sun, pool chemical, and other facial products. Â However I do take care of my skin. Â Anyways, I thought my first visit was pleasant but then my follow up visits for touch ups seemed more of a rushed, get-out-of-here-so-that-I-can-get-more expensive procedure-paying-customer. Â I've tried to give this place a chance to do a good job (I guess there's really not much mistake if it's a product that fades in a few months) but I have to say that at this point I am willing to travel out of the state for someone who can do better. Â If you use Shirley, pay special attention to how she works on the left side of your eyebrows. Â I notice that her hand work is not as strong on this side. Â She seemed to create more uneven, unnatural strokes on this side. Â This has happened more than once. Â If you call her out on it, she seems to make it even worse. Â Also I do not like the fact that when you go back for touchups, the girls at the front desk are too eager to put the numb cream on your eyebrows before even letting Shirley talk to you first without the cream. Â This has happened more than once too.

That was my experience with that clinic, and I don't recommend their poor service to anyone.
I went to Jenny to get my eyebrows done and a lash perm/tint. I wasn't a huge fan of the lash perm/tint. It didn't seem worth $65 since it only lasts one month. Also, I found the procedure very uncomfortable.
I was much happer with my decision to get my eyebrows done. I was a little hesitant to get the procedure because I am probably on the younger side of their clientele (mid-twenties). However, I've been filling my eyebrows in for years and I could never get them even or the right shape/color. Jenny started by trimming my eyebrow hair and then drawing the eyebrows on. I didn't like the first shape she drew so she re-did it until I was happy. She definitely listened to my input but also gave me advice when I asked her opinion.
I recently went back to get my eyebrows touched up. She spent an hour with me. She plucked my eyebrows and showed me how to trim/shape my natural hair to complement the permanent make up. Then she filled them in and touched them up. After she was done I had a chance to look in the mirror and request changes.
I've personally found Jenny extremely helpful and kind. She was never in a rush to get me out the door and she always listened to my concerns and offered helpful advice. I would certainly recommend her service. In fact, I'm pretty set on going back to her to get my eyeliner done.

I had permanent lash and tint done about a week ago, and I have lost half of my eyelashes since then. I'm writing thins review and crying.
I had my eyelashes tinted several times at different places and never had any issues. This time I decided to get them permed too. HUGE mistake! I had very full and very long natural lashes, and I just wanted to get them curled. I don't know why I did it. I regret it every second. DO NOT DO IT!
To make matters worse, I had contacted the PMC, and nobody responded yet. I want my eye lashes back! I want them to acknowledge that that did a terrible job! And I want them to fix it!
Horrible, horrible decision to go there :(
Shirley is truly talented and knows her stuff! I had eyeliner done on top and bottom by her, which I love, and just had full lips done by her last week. I am still healing on the lips but she does a great job and her lines are perfect! It is pricey but worth the cost. I am going back to her to fix my eyebrows next! Definitely a double thumbs up!
Review Source:Back in 2003 after much research I made an appt. with Shirley & she did an amazing job. Â I had been drawing my eyebrows in for years because of over waxing in my teens & an under active thyroid. Â She was very patient with me, I was a little freaked out when it was done because they were so big! But once they peeled & settled down they looked awesome & so real. Â I get alot of compliments too! Â I had one issues at my touch up a couple of years ago with Jenny for some reason she could not get my color right and I had to make several trips back to have them worked on but that was the only problem I have ever had. Â I highly recommend Permanent Make Up Clinic, worth every penny.
Review Source:I've had two treatments done here. The first was fabulous and lasted a couple years. The second did not go well at all - I had to be re-treated 3 times, even though I was careful to follow instructions. Also, I noticed quick fading since using Latisse, again even though I was careful to follow instructions exactly.
Also, twice I was overcharged - without asking, they give you extra treatments (brown and lash tinting, brow trimming) then charge you when you never even asked - nor did they state up front that these procedures would be charged separately.
All of this is unfortunate....I won't be going back.
I went to Shirley last summer to have my eyebrows tattooed on. I found her on here with excelent reviews and they were all right! After overplucking them in my teens and on, they were misshapen (Shirely called them 'golf clubs'), thin and just plain ugly. I had been so insecure about them for years, I penciled them in and could never get them just right or even, much less natural looking, and they would always melt off with any perspiration or contact with water, what a mess! I was pretty scared for my first appointment but Shirley was AMAZING! The rooms are clean, private, and relaxing. The pain is minimal. The results are amazing! I thought she would have to completly remove my eyebrows, but she expertley plucked them, found the right shade for me, and tattooed them on! They look great! You can't even tell that they are tattooed on, they are so natural, even on the outsides where my brows are short and dont grow anymore, they blend in seamlessly! Totally worth every penny that I spent! Remember it is your face!!! Pay the price to have it done right. I will be going back to have them touched up in the years to come, and if they ever close down, I don't know what I will do!!!! Check out my pictures, for a before and after.
Review Source:I had Jen did my eyebrows. It looked good when it was dark but after a week when the ink faded away, the line on the right was just a tad short. She is very sweet and is willing to work with you but I was expecting Shirley to do my eyebrows when I came to the appointment. Overall, it was worth a first time experience but not $400.
Review Source:I had a correction done by Shirley on lip liner that had been done by someone else...too dark and crooked. Â Shirley is amazing. Â I have had permanent make-up for at least 15 years, eyeliner, eyebrows and lip liner by one other technician who has been in the buisiness for a very long time. Â I thought I was getting the best I could get until I went to Shirley. Â Her professionalism and her artistic talent and "read" on color and design is incredible. Â It is very natural. Â The numbing technique is exponentially superior to anything I have ever had....felt very little!!
I would never consider going anywhere else!!! Â Shirley...you are awesome.
Shirley and her clinic are the best. I was a customer of hers but found a cheap deal in Crystal city. The deal consisted of eye liner that looks smudged, full lip color that made my lips misshaped, and a scar under my eyebrows. I went back to Shirley and left feeling so much better. She has done the correction, and it looks so much better. The smeary looking eye liner cannot be fixed, or lazered off. I use makeup to cover what I can. I will never again get cheap work done on my face. After all, it's my face.
Review Source:I had my eyelashes permed in NYC and absolutely loved it. Since being back in DC, I had a hard time locating a facility that actually did eyelash perms AND did not seem super shady. I found this place on Yelp and decided to come here because...
1.) Prices were the best after calling around and comparing between 3 final contestants.
2.) Location wise, it's easy to get to and park at.
3.) Best customer service by phone.
I made an appointment and unfortunately had to reschedule at the last minute. They were super nice and understanding. I was rescheduled for a few days later.
I was the first client on their books and got there right when they opened. I met Jenny Huang who I learned would be doing my eyelash perm. She was extremely nice and comforting. She laid me down and was very careful throughout the entire experience. I remember my experience in NYC being good, but rushed and in the middle of the session my eyes burning to the point where I thought I was going to lose my vision. So I was a little nervous about this visit. Fortunately, Jenny was amazing and while it did take longer than the 20 minutes I was told it would take (45 minutes) she did an amazing job. My eyes did not burn at all, and I was super relaxed and comfortable throughout the ENTIRE experience. Jenny completed the perm and looked at me, and decided to have me apply the cream on again for a longer perm. Again, she took the time to really work with me and ensure I was pleased with my results.
When I left, I was amazed at how great my eyelashes looked. I was used to them being greasy the first day and not being able to wear mascara. Jenny let me know I would be able to wear mascara immediately, and I didn't see that greasy residue I had seen before. Additionally the price is right and reasonable.
I loved Jenny and plan on seeing her again.
The facility is clean and comfortable.
Parking is easy.
Location was easy to find.

While all my friends got their eyebrows tattooed, I waited and been shading them in for 15yrs because I was going for the more subtle look and not so much the drawn-on look. A friend of mine recently got her's done at this clinic and I was excited cuz finally, a eyebrow tat that suits my standards!!
I called to make appt w Shirley but she was booked and I wanted them done while I was still on maternity leave. The receptionist assured me that Jenny was good so I went with it. My appt started off great, even tho there was no initial consultation, she seemed to know what she was doing. I went there with mine drawn on and she drew right over them with the pencil and turned out good. Did the whole numbing process and such, then soon after, eyebrows were complete. I looked in the mirror and they were NOT at all the way they were drawn. Was thinner, rounder and one tail of a brow was shorter n lower then the other. The part that gets me is..fine its not exactly wut I wanted but I was willing to have her make adjustments BUT.. she could NOT see the flaws and differences between the two brows. She couldn't see the uneven-ness.. that one brow was longer then the other!! She made quite a few adjustments and was being very patient with me but still, she wasnt correcting wut was "off". She insisted that once it heals, she can make better adjustments which is the purpose of the Touch-up. I gave up and said ok. I came home pretty unsatisfied so I called the next day and spoke with Shirley.. all in all, at the end of the call, she promised to be there during the touch-up to guide n help.
I just had my touch-up and there was no Shirley and still.. not happy. Think I was better off without the touch-up since Ive learned to re-shape and fill it in on my own but now its even more uneven and so NOT what I was going for and STILL, one side is longer then the other side. I even went with them drawn on again and had her take a pic before whiping it off so she could look at how they were and how I wanted them but no use. Think it was over-priced and has light spots with-in the brow, spots that was missed. I feel like if I shaved the hair or accidentally plucked the wrong hairs, it would look bare in some places or discolored or even no color. She did spend quite some time trying to make the adjustments that I specifically pointed out but she wasnt getting wut i was saying cuz she couldnt "see" it, so she ended up filling in the wrong spots.. which is wut made it worse. I seriously wanted to cry. Maybe I was expecting too much cuz my friend's looked so awesome! But these bald-spot looking spots are just unexceptable. Thought it was just me but once I got home, my husband and a friend were able to see what I was seeing.
I'm somewhat glad I have them tho since now I can at least go swimming with my son, with something there as my eyebrows but I can't help but to feel a bit robbed cuz this was my hubby's bday gift to me and it wasnt cheap at all. There are many eyebrow tattoo technicians that can do simple brow tattoos for less. I chose here cuz I saw  they did their tattoos in strokes that made it look more natural. Dont get me wrong, Jenny was an angel, super kind and super willing to work with you but all that is irrelevant if they can't see what you see.
REALLY TRULY SORRY but based on my expectations.... this was a FAIL.
Despite the crop of crazy hair that sits on my Asian head, I lacked eyebrows prior to going to the Permanent Makeup Clinic. My eyebrows were extremely light and I had to powder them in everyday...yuck.
Based on other Yelpers' reviews, I called and tried to make an appointment with Shirley, only to discover she was on vacation. The receptionist said that Jenny (the other employee at Permanent Makeup Clinic) was available and assured me that she was equally good.
I have nothing to compare it with, but Jenny did a fabulous job on my eyebrows! For those of you contemplating the process, just be aware that there are essentially 3 steps to complete the job: 1) consultation; 2) initial tattoo job (can be done same day as consultation); and 3) touch up approximately 6-8 weeks after the initial job ($35 extra). Jenny did a great job of asking what I wanted in terms of shape, shading, and color, and was extremely patient and cooperative while I was being indecisive and deciding between all these options. I've never had a tattoo or permanent makeup done, so she explained how the numbing cream and tools work as she goes along.
As other reviewers have mentioned, your eyebrows will appear much darker the first few days as the ink settles in...but fear not! I had mine done on a Saturday morning and was able to go out that same night without anyone noticing anything different. My friend also went with me and got a lash perm, which looked great and was completely affordable compared to what some other salons charge.
In short: Go here. They're extremely skilled, the salon is clean, and your face will thank you.
I have been contemplating having my eyebrows done for a very long time. I got tired of drawing them on every single morning. After several months of research (stalking websites, watching YouTube videos), I ran across the website for Permanent Makeup Clinic. I knew in my gut that I'd finally found the right place. Before that, I was set on flying from Baltimore to San Francisco to get 3 D eyebrows. Well, I'm sooooo glad that I did not do that! I made an appointment with Shirley for May 16th. As I was driving there, I almost turned my car around several times on the hour and a half drive, I was so nervous. This was a big deal for me! However, I decided to go and JUST get a consultation. When I met Shirley, she made me feel so comfortable and she understood me and my bit of anxiety and my diva-like expectations. I felt like I'd known her for years. So, I decided to have the procedure done. This is one of the BEST decisions I've ever made! I LOVE MY EYEBROWS! I highly recommend Shirley! I am going back to have my eyeliner done and my husband wants a consultation for his scalp!
Review Source:I can't recommend this place enough. Wish I could give it 10 stars! Shirley did my eyebrows and eyeliner 6 weeks ago and I just came back from a touch-up appointment. Everything looks absolutely fabulous! She is truly an expert and an artist. Originally I wanted very black eyeliner, but Shirley told me it would probably look too harsh on my light skin and she was right. I love the softer black/blue eyeliner she did -- it looks great on me. I also got the eyelash curl and tint and, of course, it looks stunning. It's so awesome to just be able to get up and go in the morning without doing any makeup!
One thing to be aware of: the color will look WAY too dark when you come home and for the next day or two. I mean really way too dark -- you'll think something went wrong. But it's just part of the process; it'll soften up in a few days. I just wouldn't plan to do any special events during the few days after your procedure.

I honestly can't say enough about this place...but I'll try.  I'll start from walking in the door and having the distinct feeling of having entered a pristine little relaxation chamber - and that's just the waiting area.  The walls are a soft blue and white, the floor is marble and the music is soothing to the nerves.  Shirley is amazing - as an artist, professional and a person.  The top and bottom eyeliner I recieved is f.l.a.w.l.e.s.s. and, no, I didn't feel a thing.  I'll just weigh in on the debates in the blogesphere - "If it hurts, you went to the wrong place." "If it bruises, you went to the wrong place."  You can totally do this on your lunch break and go back to work.  I did minimal icing, ibuprophin and turmeric root for two days after.  Actually the only swelling was the next morning on my eyelids but as I got ready in the morning, I iced for about 5 minutes and popped a couple more pills and  it went down completely.  Listen, we're talking about a PERMANENT CHANGE to the way your FACE looks - DO NOT DISCOUNT SHOP!  Just call Shirley - it's good advice.
Review Source:I did my homework before choosing and was glad I did - Shirley is a true artist. Â She has an excellent sense of what coloring and shapes work for a particular face to achieve a natural, flattering look. She is alsl gracious, responsive, and an excellent listener and communicator. Â I'm also glad I chose to get a complete treatment: eyebrows, eyeliner, lip liner and lip color. I'm in my 50s and my face had become suprisingly colorless. My permanent makeup is naturalistic enough that no one detects that I have it, only that I wake up looking vibrant and ready to go! Lost color and definition are restored; the liner makes my eyes look bigger, the lip color is natural, so I don't look overly made up; at the same time I never look faded anymore and adding additional make up is now optional. I can toss myself together in a few minutes and look well composed. Shirley's work has improved my whole outlook and life. There's no single personal investment I can more highly recommend for women, especially women over 40 who prefer to age with grace, elegance and subtlety.

5 Stars all the way! Â I wasn't even looking for this service and would think that permanent makeup would look ugly. Â I can't even remember how I stumbled across these yelp reviews but they peeked my curiosity and I checked out her website. Â I was so impressed by the reviews and the pictures on the website I made an appointment for my brows and a lash perm and tint. Â
Let me start off by saying that I have pretty full eyebrows and wasn't even sure if I needed this service. Â I did have a small scar to cover and I wanted to see if she could make mine look perfect, like she did for the ladies on her website. Â
The office was very clean and professional. I felt very comfortable. Â Shirley is friendly but serious and reassuringly confident. Â I brought some pictures of my various brows throughout the years and showed her what I liked and didn't like. Â I let her draw on what she thought would look best so I could see her expert opinion. Â I have to say, after she drew them on, I looked in the mirror and was underwhelmed. Â They didn't look bad, but I wasn't blown away either. Â She made some tweaks and we agreed to start very subtle and I could add more at my follow up appointment. Â I was quite nervous since I wasn't 110% in love before I went under the needle but I trusted her opinion. Â
I have a low tolerance to pain and let me just say that this didn't hurt AT ALL. Â The numbing cream worked wonders and I only had some manageable discomfort in one section. Â She re-numbs it for the second pass and I felt zero pain that go around. Â
My eyelashes were being permed and dyed at the same time. Â This process was almost more uncomfortable than the tattoo (no pain, just weird). The whole procedure took about 10-15 minutes. Â When she told me to open my eyes I felt like someone on a plastic surgery show getting their big reveal. Â I LOVED IT! Â I immediately felt more naturally beautiful. Â The brows made such a huge difference on my face and my lashes were black and curled. Â
She warns you that they will look dark (as if you drew them in too dark) and they did but not so much that I couldn't go out that night. Â I'm on day three and I don't even know if I want them to get much lighter than what they are right now. I didn't tell my husband I was doing this because I knew he'd tell me I was nuts. Â He LOVES my brows & lashes and comments on them regularly. Â It's such a wonder feeling to wake up and feel naturally prettier. Â I feel like I need less makeup which is a great time saver. Â Â
I also had Shirley draw on eyeliner to show me how she would correct my lazy eye and I really liked it. Â I have that appointment booked already Â
I highly recommend her service and am so thankful for these yelp reviews that inspired me to go.

After having bad permanent eyebrows done elsewhere, another Yelper referred me to Shirley at Permanent Makeup Clinic. Â What a difference! Â Shirley is so professional and artistic. Â She seems to know the techniques, color blending, and art of permanent make-up well. Â She seems to me to be a perfectionist, which is something I like. Â My sister also ended up getting her eyebrows and eyeliner done here too. Â The environment is nicely lighted and sterile. Â I will recommend Shirley to anyone who is thinking of getting permanent makeup done. Â (they also do eyelash perm...love it!)

Knowing what I know now I offer this unsolicited advice: Â I would run from anyone, other than a doctor, who wants to put numbing injections in your face to perform permanent tatooing. Â It's unnecessary.

I was contemplating getting my eyebrows and eyeliner tattooed for the longest time. Â I was nervous bc you can read endless horror stories online about botched jobs. Â however, i did my research and couldnt find one bad thing written about permanent makeup clinic. Â ppl seemed to praise this place and not finding one negative thing about this place helped to calm my fear. Â
and now i am sooo happy that i did it! it's such a timesaver. Â my eyebrows and eyeliner look super natural (something i stressed during my consultation) and the girlfriends that i actually told that i did it want to get it done now too! Â i heard stories that the eyeliner could hurt worse than childbirth, but it was only slightly uncomfortable at most. Â so if that's what childbirth is like, i could probably pop out 10+ kids with no problem! Â The whole process took about an hour - including consultation - Shirley is super fast! Â The first day is the hardest - the ink is very dark and your eyes are swollen, but after the first day, its totally fine. Â

I am very pale and my eyebrows and eyelashes are extremely light (think of the palest blonde). Â After years of putting on tons of makeup every morning and trying to sleep in it so that my boyfriend would not see how albino I look without all the color, I decided to make the leap and have my eyebrows and eyeliner tattooed on. Â Jenny did both and did a fabulous job. Â She took her time and explained everything to me and drew on both my brows and eyeliner with the color that she would be using so that I could judge for myself whether or not the color and shape were to my liking. Â I couldn't be more pleased!
Alhough my eyebrows are a bit too light, she will be adding some color to them in a few weeks, after they have healed from the first to around. Â I say "healed" in a lose way. Â I went out the same night that I had them done and they looked fine. Â
I will admit, the eyeliner application wasn't comfortable. Â Once the numbing cream set in it was fine, but before that it was painful and scary. Â Even though I was frightened and my eyes are still a bit swollen (just had it done 2 days ago), I would do it again in a heartbeat. Â I can now go to the beach and the gym with a clean face and not worry about looking atrocious. Â
Sometime down the road, I would like to have my lips done as well!
I NEVER write reviews let alone go through all steps required before being able to do so but I felt compelled to share with the public what a true professional, skilled and talented artist Shirley is. If you really want the procedure done and just hesitating/worrying about the "unknown".....I am here to tell you, "DO IT....you will not regret it, you will end up kicking yourself for not doing it sooner!" SHE IS AMAZING....her results alone speaks volume (just go for a consultation and you will know what I am talking about). I've received sooo many compliments (and so has my sister!!!). The most remarkable thing about Shirley is her natural ability to enhance your features with the right shape, shade and color based on one's face structure.

Â I had to get a correction job from a previous bad experience (done at a crystal city nail salon underground shops). Shirley did her magic and left me beautiful once again. Â I took my mom to get her eyebrows done and she gets so many compliments, she loves it.
They also do eyelash perms....what is that you ask? Â your eyelashes are curled with a roller and a solution is applied and no more eyelash curler pulling on my lashes....It lasts about 6-8 weeks!
