Claire's Boutiques

I took my daughter to get her ears pierced and I was definitely happy with the experience.  She already loves Claire's for the plethora of Hello Kitty and Disney Princess crap they sell, but even the ear piercing experience was pleasant for her.  They gave her a teddy bear to hug during the piercing--who also had it's ears pierced by the way, and they had a bunch of cool choices of earrings for her to choose from (all hypoallergenic 14K gold studs of course.)  The ear piercing price includes the piercing, the earrings, and the cleaning solution you're supposed to use for the next two months.  The girl doing the piercing was a total perfectionist, which I appreciate, making sure the placement was perfectly centered and to my liking.  She was also very gentle with my daughter, and really praised her for being so brave.  I was happy with the experience.  

Claire's has also been a great stop for all things girlie.  Headbands, earrings, necklaces, purses, slippers, rings, bracelets, lipgloss, sunglasses, etc.  There are usually sales too.
